How to set up cicd on this, if application is deployed on instances and not containers?

When two metrics are used such as CPU utilization, HTTP load balancing utilization, is it an AND clause or an OR clause that determines auto-scaling? I tend to think, it would be an OR. If either of the metrics is true, auto-scaling takes place.
