I've heard that you can use adb to enable usb debugging without the phone screen working, i have visited lots of forums searching for this, if it is true, guide me where to search or make a video about it, if not tell me why it doesnt work.The phone never had debuggin on and i cant extrat the data from it.

Q.What if usb debugging isn't enabled in developer option ?
Result. Even if adb is running in cmd prompt it will not show any adb device(s).
Please provide solution to get over it.
