If you are wondering why he choose to tap on his opponents butt, it was the easiest place he could find don't forget he was leaning sideways on his left arm.
So the ref is bad.

I think the Russian dude that tapped actually acknowledged he lost, but the ref didn’t do his job. The winner released the hold, knowing that those ankle locks (I’m pretty sure that one is literally named THE CRIPPLER) cause worse long term injuries. But since the ref didn’t make anything clear, he jumped to finish the job for sure, on a less dangerous move
