I have seen reports that Ukraine is receiving GPS guided Prevision Guidance kits that basically turn any artillery shell into an “Excalibur”, but at about 20% of the cost. So unless the distance from the likely Ukrainian artillery position is greater than the 40 km (25 miles) range of base bleed shells and thus needing the 50km (31 mile) range of the Excalibur, chances are good that this wasn’t an Excalibur.

BTW, if we really wanted to help Ukraine we would nationalize the production of PGKs that give 10m CEP (compared to 250m of unguided shells) and get multiple facilities producing a maximum number of kits to allow this type of precision on almost every fire mission to maximize the destruction of Russian equipment while minimizing the number of shells required as well as minimize the time a howitzers has to stay on one place before it can”scoot”.
