Not every Targaryen had dragons most of Jaehaerys children were riderless aside from Aemon, Baelon, and Alyssa. It is also a great risk to claim a dragon so they may not have wanted to try. Vaegon for instance probably didn't see anything practical in claiming a dragon if he was not set on being a warrior. Yet for some reason he is labeled the Dragonless.

I think rhaenys was jaehaerys oldest granddaughter and grandchild so i imagine a little favortism and i think jaehaerys thought she might marry viserys but when she stated corlys velayrion hes also of valyrian descent and jaehaerys mother is also a velayrion so it was like keeping it in the family too some degree and shes a Targaryen in name and his heirs oldest child.

I think aemma could have but she probably grew up away from the dragons in the vale and was brought in through marriage and was constantly pregnant and so she hadn't gotten the opportunity and eventually just gave up the idea. But also rhaenyra also was givin an egg.

I think Aemma had the right to claim a dragon after marrying Viserys like how Alyssa claimed one after marrying Baelon but a combination of maybe not wanting to plus the constant pregnancies stopped it from happening

And that was mostly because she choose a terrible time to try to claim a dragon.

I imagine there were many attempts from jahearhys children to claim dragons but the failures weren’t recorded.

Rhaenys was able to claim a dragon for a very simple reason to me:

Aemon Targaryen was still alive and was heir to the Iron Throne. With no other Issue Rhaenys would have been his heir. Rhaenys claimed Meleys in 87 A.C. Aemon died in 92 A.C.

Edit: I'd go so far as the speculate that Aemon made an agreement with Rhaenys when she married Corlys in 90 A.C. that there children would inherit the throne through her. This would be well before Jaehaerys settled the succession because of Aemon's death.

Because she spent her entire life from the age of 13 onwards pregnant or trying to get pregnant, so dragonriding would be inadvisable for her. 12 or 13 seems to be the age children generally claimed dragons if they weren’t given an egg to hatch, but by them Aemma was already being used as a broodmare
