11:18 That is because up until Gen 4, every type was split between physical and special. Take the elemental punches for example, they are all punching moves but used special attach. Like you mentioned, most of the older ice-type moves stayed special even after the change.

The reason you thought ice was weak to rock is because in gen 1 there was essentially onyx, the geodude lines, and Aerodactyl that are all weak to ice due to bejng either flying or ground. Ice is actually weak to rock! (Obviously theres also omastar and kabutops lines, but theyre more or less irrelevant in the game)
