Russian Empire was fighting against itself during WW1, lots of generals and admirals didn't take orders from Tsar as their beliefs started to change. Instead of fighting the germans as a unified force, lots of russians were doing their own stuff. Same was going on during WW2, biggest collaborators of it were soviet soldiers.
