CIC is Second Appeal under RTI Act 2005

Please guide me that I have submitted written Statement in Second Appeal in CIC

Respondent also submitted their Written Submissions to CIC

But Respondent has not denied my Written Submissions in writing or Orally in CIC

Can I use them as amount to admission in my Other Write Petition in High court stating in Write that same Respondent has not denied my Written Submissions in CIC which amounts to admission

Sir i have 1 doubts that i heard that delhi district court have 2 cr rs pecuniary jurisdiction but u expalined that no district court have pecuniary jurisdiction
