CHAPTER 10 of ipc, SECTION 172-190 OF INDIAN PENAL CODE (IPC) – CONTEMPTS OF THE LAWFUL AUTHORITY OF PUBLIC SERVANTS
Section 172 of IPC explained : Absconding to avoid service of summons or other proceeding.
Section 173 of IPC explained : Preventing service of summons or other proceeding, or preventing publication thereof.
Section 174 of IPC explained : Non-attendance in obedience to an order from public servant,
Section 174A of IPC explained : Non-appearance in response to a proclamation under section 82 of Act 2 of 1974,

Section 173
180 is about to sign a statement made by himself
But acc to 173 .. if the person doesn't signs on a receipt, the summon will not be served. Unless he sign on the receipt of summon.
So, he's preventing service of summon. Under sec 173
