CGSR | Europe’s Evolving Deterrence Discourse

CGSR Director Brad Roberts speaks with Anna Peczeli and Amelia Morgan, coeditors of Europe’s Evolving Deterrence Discourse, a new CGSR Occasional Paper (published in February 2021) that explores the evolving nuclear deterrence dialogue in Europe and identifies ways to inject new momentum into that dialogue.

A collaborative project between CGSR, King’s College London (KCL), and Science Applications International Corporation (SAIC) that was sponsored by the U.S. National Nuclear Security Administration, the volume consists of 11 chapters from contributors across Europe and the United States, and a preface by CGSR Director Brad Roberts. The chapters were commissioned after a June 2020 virtual workshop convened by the project partners, a gathering that included more than 30 American and European deterrence experts. This event aimed to assess the current transatlantic thinking on deterrence, as well as to determine what areas could boost the dialogue between the U.S. and Europe—thus raising the “deterrence IQ.”

“The volume draws upon established and emerging experts to tackle key deterrence questions,” says Morgan, a KCL researcher.

The chapters in Europe’s Evolving Deterrence Discourse examine the evolution of deterrence thinking in the Netherlands, Germany, France, and the United Kingdom. After these national perspectives, the volume also explores how NATO tries to balance arms control and deterrence objectives, and how emerging technologies affect strategic stability, arms control, and transatlantic deterrence.

“This volume makes a contribution to the new thinking on deterrence by showing how the debate has evolved in key European states, how deterrence and arms control fit together in NATO’s overall strategy, and how emerging technologies factor into this dialogue,” says Péczeli, a CGSR postdoctoral research fellow.
