Did council official Jackie Weaver actually have the authority?

The Zoom recording has made a star of Jackie Weaver for the way she ruthlessly dealt with councillors she considered to be disruptive.

Ms Weaver isn't a councillor, but had been invited as a troubleshooter. As chief officer of the Cheshire Association of Local Councils, she's been dubbed the Winston Wolf of Cheshire local government.

Yes : the meeting LEGAL.
No : Jackie did NOT have the right to remove any councillors from the meeting. Rules/ standing orders state only the chair has authority to remove someone via a vote of councillors.

Later meetings shows several councillors requested via multiple emails an extra ordinary meeting which Brian ignored. Brian said as they didn’t specify a purpose or agenda, they didn’t meet his interpretation of rules and ignored them.

Jackie walked back her actions by saying they were put into a holding room and not excluded. She did massively overstep her role regardless of how rude or dysfunctional the were.

The chair and deputy resigned shortly afterwards.
