22 years in the Army here. Barracks lawyers, have been around since the Continental Army. Usually know just enough of a standard, regulation, or UCMJ to make their advice dangerous. Sometimes a person who has become disillusioned made a mistake and gives advice to fellow Soldiers. Usually unprompted.
