IMHO, before the internet, systems were not online, I believe that all critical infrastructure should be taken offline even if it is very inconvenient.

Keep your car's gas tank at least half full. Have enough cash on hand to do without your cards for several days to a week. Get an extra refill of any needed prescriptions. Keep water on hand, one gallon per person per day, enough for at least 4 days, preferably more. And have enough food to last for several days or more. Also, depending on your needs, print out any really important digital documents.

This would be a bad idea. The retaliated response would further cripple their critical infrastructure and supply chain. Additionally, they would not be able restore functionality because so many technology and cybersecurity companies have refused to supply or support russia going forward. They would be down for a very very long time.
