They've done several of these sketches where different celebrities are seen playing someone else's role. It gives the cast an opportunity to do impressions they couldn't do anyplace else.

Bowen is a Bill Hader kind of impressionist: he often throws in some old-timey references he loves that make people laugh even they have no idea who he's supposed to be.
Counting the Titanic and his Chuck E. Cheese Commodores-like duo, this is at least the third time he clearly just want to pull a homage to 80s pop music.
