Weeding around the rose would help it a lot too. You can buy them with their own root still, if you get a grafted rose plant it deeper (soil level is around the rose that's flowering and the graft union is below the soil). One - the blooming part of the rose will likely grow it's own roots and Two - it protects the union better.

Plant hardy hibiscus and they will attract the Japanese beetles away from your roses.

They get VERY EASY to get powdery mildew and black spot doesn't matter if you planted in the full sun, very high maintenance and hard to keep it healthy to roll with it 👎
