How to sow a seed directly into garden

What about mulch? I've already got mulch in my garden, should I move it from the sow site until the seeds sprout? Then replace the mulch?

Thanks for sharing. I am in the bay area and clay soil. raining season is starting. soil will be very muddy and in the summer, it would be very hard and crack. What is you suggestion to sew seeds?

I don't want to start seeds indoors or outdoors. I just want to direct sow them into their permanent home. I do worry about birds, squirrels, and other pests and diseases getting to them while they are itty bitty.
