Disney has been behind the tech for more than 20 years. The Carousel of Progress has been surpassed by modern, everyday technology since the mid 80's. EPCOT hasn't maintained itself for as long also. It's just a run down bar hop.

Saying that Disney just can't win sort of implies that they're actually trying in the first place. If they honestly tried, we know they could do it.
