Simple. Some people are more suited to go to college, some to vocational studies. You are maximizing each one's potential. I have met a lot of college grads who aren't as skilled or even as intelligent as vocational studies grads, and vice versa. Licuanan is completely right. Each person has his own competencies and having both forms/avenues of education / skills enhancement is crucial for the development of an economy's human resources.
