Cartman created this "Gingers are evil" narrative, became one, and then started a movement to exterminate non-gingers, because of the way they were being treated, because of his "Gingers are evil" presentation.

This is an important point to be made. Cartman is only successful with his manipulation because the crowd allowed themselves to be. Individually they questioned why Cartman changed his tune so quickly, but as a mindless cult crowd, they were they were the most gullible people ever.
