I think both are in the wrong, the first guy didnt specify how many money he'll give his friend back. Yet the second guy gave his money to his friend without thinking of the consequences. Especially if its for lottery and those types of games, what will happen if his friend lost all his money? They needed to make a deal in this case, example:
Friend a) "can you give me your money i need to see if i can win"
Friend b) "fine but only at certain limit and you need to give me back at least some back"

In this case both of them needed to communicate especially in this case.

First guy asks for money that means he takes a loan but if there's no agreement about any interest then the second guy gets no extra money as simple as that

I think that it would be fair, to give him an amount of the winning money. Cause maybe they haven't made a pre-agreement, but he did win more, cause his friend lend him money, the exact time that he needed them. So he could hive him a small amount of the winnings, as a thank you.
