Hello po Atty. in 4:46 you said that in order to have a case arising resulting from conflict of laws both parties should be a Filipino and A foreigner. Can there be a chance that although both parties are Filipinos but they happen to be in a foreign country where the crime for example serious physical injury happened be considered a conflicts case?
