the federal reserve act of 1977 mandates 3 policies not two. I could not find any reports of the 3 policies being reduced to two. If the 3 policies are still the statutory law then how did the federal reserve reduce the policies to two(dual mandate)?
Although the Reform Act directs the Federal Reserve to pursue three policy goals, the Federal Reserve focuses on employment and prices. The third goal—“moderate long-term interest rates”—is often not explicitly discussed. Is 0.25% considered "moderate"? The question is what is a moderate long term interest?
