The Kremlin has refused to comment on the Islamic State group's claims that it was behind the attack on a Moscow concert hall that left at least 17 dead, instead suggesting Ukraine was somehow involved, a strategy, according to France 24’s former Moscow correspondent Nick Holdsworth, to whip up public support for the war and pin the blame on the West.
