For Mac Ventura 13.0 OS and higher - Click apple logo on top left of your Mac

System Settings - search Storage - Developer
Then delete Xcode Caches

*update:
For those who don't have these settings in the new version.
This problem will be solved only by updating to the new version of OS.(2023 feb 25)*

Thank you, this worked for me by going to "System Settings -> General -> Storage", then clicking on the i icon for Developer. After that, "Xcode Caches" and "Project Build Data and Indexes" was deleted.

Thanks for the video, but in my case, I don't need to download the simulator after deleting it from the developer Xcode cache and indexes. It works back to normal as it is.
