Regulator should instead focus on the enforcement of punishment on management responsible of bank failures, not change the capital requirements because it is simply not preventive to bank failures. Very distorted judgment.

Silver and Gold! Down with fiat currency. The banks had several years to act on Basel 3. Not the American taxpayers' fault, but the fault of the banks and government.
