As a Frenchman, I can testify most people consider the birth of France to be the baptism of Clovis the 25 of December 496 (according to tradition, though it might be anywhere between 494 and 504). This is what tradition, arts, most history books say, and this was taught for generations in France ever since the middle ages.

Some people argue for 843 since it is the year France was definitely separated from Germany and properly called France (Rex Francorum). It highly depends whether or not one considers France and Germany could have been a single country at the origins or not. But the kings of France after that date can still trace back their lineage (either blood or spiritual) to Clovis.

Almost nobody considers 1789 or 1792 as the start of France; it is considered a far left political statement, refusing to aknowledge pre-revolution legacy and only some politicians and fanatics say that to provoke, most people would not put France's birthdate anywhere beyond 987, when the Capetian dynasty (which ruled France from 987 to the revolution and even after) started to rule. As for 1958, it is just the beginning of the current political regime. Absolutely nobody considers it.

So it is mainly between 25 of December 496 or 843. Like most people in France, I consider 496 as the good answer, as the oldest title which is still hold by France dates back to that day of Christmas 496 : elder daughter of the Church. Ever since Clovis, France held this title, and kept it after the division of Charlemagne's empire so there is a continuity between the Franks and the Kingdom of France as one unique entity. And it still holds it today. So 25 December 496 it is
