I honestly think it's for the best, at least for now. If you ask me, BRICS has enough competing interests at the moment, adding more will just create unnecessary division when it's inconvenient at best.

He's not saying no new members, he's saying there's a queue, wait your turn. They're talking about an intake procedure, a controlled alignment. That's true of every trading block.

They just want to make sure that they suddenly don't find the block doesn't get hijacked by a multitude of low population members, like they did in the EU.

This makes sense. With so many countries expressing interested when the current members have not worked out all the details yet would have implied the need for lower voting grade for new countries until the frame work is stable and fully functioning is best. Have partner status or candidate status to allow the less developed countries to get their trade and trade infrastructure working well before graduating to full voting member seems like a good idea. The association has come a long ways in the last couple of years and still has away to go to be working like a precision clock. But the association or candidate status should have some benefits as to not discourage those countries that are having a hard time resisting the constant pressure from the US and EU

This only makes sense. The key members need to settle down & work out the most important agreements among themselves. This might not be easy given that the potential five (unless Saudis bail) new ones need to fully assess where they stand. Diplomacy & dialogue takes time. Along the way they can discuss key requirements for interested nations to participate in certain ways. Some newbies might be glad to join SCO first.
