I was a firefighter and assistant fire chief for years. This response was horrible and all need to be held accountable. The 911 dispatcher, the supervisor, the fire chief, the captain, the training chief, everyone need to be fired.

At the 15:00 mark dispatch tells her the fire dept is on scene. At 18:00 you can start to hear the fire crackle. At 20:02 she screams that she's on fire. She is soon dead after that. Polk Co. Fire St. #6 is 9 minutes away. So they stood outside for a very long time while she burned to death. I hope they are haunted by this every night. These assholes should be forced to listen to this tape.

I’ve been in a fire. The smoke is incredibly disorienting. This woman was unsteady enough to need a walker to get around. Even crawling on the floor, she wouldn’t have made it out.
How sad.

I usually am pretty tough when it comes to hearing calls and stuff like this, but this is the worst thing I have ever heard. I can’t imagine the pain she felt, this entire thing is heartbreaking.

THE CAPTAIN WAS NOT FIRED! “No sir there are no residents on scene at this time, no cars in the driveway, no residents, ” Captain Williams said.
According to the fire report, a second crew on scene attempted to rescue Loretta but the home was fully engulfed by the time they arrived.

Loretta's last words were screams that she was on fire.

Snapchat

The county disciplined Captain Williams,  not for the response, but for sending a Snapchat video of the fire from the scene.

8 On Your Side obtained the Snapchat investigation documents. Captain Williams told officials conducting an investigation that he took the video for training purposes.

The documents also show that Captain Williams is accused of sending the video to a woman, and later asking her to delete it.

The Captain was videoing this while she was dying in her house and put it on social media. They didn't enter the house because of the heat, THEY said! They apparently did not read the 911 message that the lady was INSIDE the home. A SECOND crew showed up and they DID READ the message but assumed the FIRST crew already knew! So they didn't relay the message! There was a BIG investigation over this tragic event! THEIR NEGLIGENCE KILLED Miss Pickard!

It honestly sounds like she died from smoke inhalation because you can hear her involuntarily dry heaving and gasping for air around the 19:46 - 20:23 mark. Also sounds like she's choking to death on smoke when you hear the 2 dial tones on her end; Then after the 2 tones it sounds like the fire completely engulfs her. It is odd the phone didn't die though.

You have someone who has clearly stated their house was on fire. The dispatcher should have made every effort to help that woman get out of the house. It didn't matter if she was on a walker and "didn't get around well". You tell her, "look we have to get you out of this house, I'm going to be on the phone with you while you try and walk out but you're going to have to try and get out on your own."

Side Note: That phone was surprisingly resilient. I am surprised the open line stayed on that long.

Omg i will forever be traumatized by hearing this poor lady . I can't even imagine her family knowing what this poor women endured. Unreal that the firefighters didn't go in to save her. 😭
