This is look like one episode in greys anatomy. The little girl had large tumor in her belly. But her mom never took her to hospital because they are immigrant. I don't know if the rest of the story same but the girl also had a pretty and neat braids. Where in GA its the reason they believe someone has been taking care the girl. Which lead them to her mom.
