Could you Please Explain Why ROWNUM is not Working for below 3 Points...

1) SELECT ROWNUM, ENAME, JOB, SAL, DEPTNO FROM EMP WHERE ROWNUM = 2 and so on....[ROWNUM = 1 is Working...]

2) ROWNUM < is Working, why > is not working?
3) For ROWNUM, IN Operator is Working for (1, 2) but not others as

In the example where you use the 'rownum' as 'rank', is it exactly the same? I thought rank could have duplicates and rownum couldn't.
