I feel like it's very tough to be consistent. If VAR intervenes for every foul similar to this and sends referee to the monitor then the flow of the game will break more often making the game less enjoyable in the process.
It would be best if VAR only sticks to offside and give referee overall power as before. Only If referee makes a huge error (more kind of biased decision), only then VAR will intervene directly.

You don't show the build up. The whole reason he isn't looking at the ball when you start your analasis is because Harry Kane's arms were all over him prior to the ball coming in you see this on the camera behind the cross but not on the one they kept replaying behind kane as they came into shot after the initial foul on Ben. Try looking at the whole thing not just parts that push your narrative. If the previous hadn't happened VAR would have given a penalty.
