There was a distinction. In Rebels, they didn’t blow up the dome until it was over the sea. Besides they weren’t going to blow it up until the planetary shield was up. (Oh late, someone already said that. No credit here)

There ist one thing that massively bothered me in the Scene in Ashoka. Hera is a general of the new republic. They aren’t insurgents anymore, they are the government. They control the planet, so why didn’t she try to order the fleeing ship to be intercepted?

Uhh they literally activated the cities shields prior to this happening. Once the Chimera showed up with Thrawn, they raised the shields. Zeb killed Rukh in the shield generator room to activate them.
