2nd question can also be solved without tangent equation. Write the family of circle equation as (x-1)^2 + (y+1)^2 + lamda [ x^2 + y^2 +4x -6y-12] and put (4, 0). lamda will come out to be -1/2 then put lamda equals -12 in family equation. equation of required circle will come out and then we can find radius which will be 5.
