Well... As a Roblox Game Developer... Decals are for putting some images in ur game, For example, I put a bloody help decal as an Easter egg at one of my games' hills or mountains. And, someone putting some faces to wear which were coded IN the game like in Parrot Obby. When you are developing a game, You will see that super super happy face when grabbing some decals to put in your game. It means you can grab alot of decals to improve your game!

Theory: Plus, if the 3rd one had super super happy face, as you see in the video, it's a decal right? So it's basically a picture. Like you can change your *super super happy face decal* in your Bloxburg picture frame and you put in the ID of the decal then you have a picture of it but overall its a scam!

This is what I think, but I really doubt it's real.

for the people ho don't know why it doesn't sho it to you when you buy it it is actually for roblox studio. This app is for pc only and there you can create your own game. Decals are the items for roblox studio so you can only use them in it. It's not actually real you just have it in rs. Hope i helped :)
