🇨🇦‘s openness & hospitality has been abused for decades. The changes are long overdue. Many of these so called “tourists” are here to stay and are contributing to the burdens on our social services. A visitor is here temporarily & at the end of the period ought to leave the country. The govt also cut out the ability of a visitor to also apply for a work permit. That should never have been allowed in the first place. If your visitor’s visa is expiring you shouldn’t be allowed to renew it while in the country. Too many loopholes being exploited by people gaming the system, including bad actors - criminals.

I doubt that there were ever 10 years touristic In 2005 touristic visa was 6 months. There are guest visas for 10 years and there is no pont to discard them because of we will loose an abolity to invite foreign sprcialists with families.

If a tourist is working they are working for cash since there is no Social Insurance card, health card etc an employer has to pay into through taxes
So the company is breaking the law

Had American work with us in a steel mill. A few worked until retirement. Pensioned, sold their house and disappeared. This will likely stop this abuse. We have Americans owning cottages .
