i had only tried the system restoration option and now I can shrink 17000mb instead of just 2323mb. I wanted it to be shrinked cuz i needed to create a 5gb virtual disk drive for installation of fresh windows 8.1. Your method worked.
Note: Do not turn off page file as it may cause your system to crash multiple times.

Please help, still unable to do. I followed all the steps and restarted PC also as instructed. The available size in C drive is 849GBc, but still it shows 32MB as the maximum size available size to shrink. :(

Didn't work for me. I found a solution though - install a 3rd party disk management app such as AOMEI partition assistant.
