Sadly this happens ALL THE TIME here in Korea. The "blame", "the fault" is put on the girls. They are bullied by other students to the point they become depressed enough to take their own lives or even kicked out of school. While the teachers get to go on paid leave until the police complete their investigation and then they are typically just given the option to resign and pay the girl's families a sum of money.
