I believe they patched this. But it seems to come back briefly after an update/drop. But 100% finish your game just in case.

I always get the Recruitment packs and usually get at least 1 80+. I never get anything good from the boom or bust pack or the fantasy packs

I started opening the middle option pack. I've been please with my results. Tons of elite pulls. Feels way better than boom or bust to me.
