Soleiman Haiim, author of the English-Persian dictionary

The reason why the Qajar dynasty in Iran did not allow Jews to have an independent school in Iran was not that they did not like Jews! It was because they did not know what a Jew was at all! What kind of people are they! When did they find out? It was at this time that the Jews of Mashhad wrote a letter to Moshe montefiore asking for help. Shah of Iran does not know what Judaism is and when they explain him what is a Jews and after that order to Jews of Mashhad to return to Judaism.
Lack of education was common among the Iranian people and even in the Shah's court.
