I think you have to agree that the devs did that purposely

The reason why is this the case is because the customized endermen are actually armor stands. The eyes on the armor stands coincide with the "bottom parts" of the enderman, thats why when you look at the bottom parts they get angry, while looking at their head does nothing. The head is just a hitbox, nothing else.
