How to tighten bicycle stem bolts

Keep in mind that tightening instruction can vary depending on manufacturer. Some stems are designed for the bottom to be tightened flush first, then torque the top bolts. For example, I know of an Easton and Renthal model stem that require this. Thanks.

Sir is it ok for them to be slightly uneven like none is tighten all the way in but the top is about 2-3 mm less gap? It's impossible for me to get them even.

Someone should really invent some type of self sealing stem bolt to prevent this problem.
