Bee and Hot Rod are what are considered Scouts among Cybertronions. In military terms, scouts are normally small units sent ahead of an army to take recon of an enemy position or an unknown area. They were most likely sent ahead several decades before, looking for the Cube. They probably followed Megatron to Earth, but since he crash landed and became a Decepticube, they knew it was on Earth, just not where. While in England, they found out about the staff and how Vivian's family is connected to it and Hot Rod stayed to guard her family while Bee headed to America some years later to guard Sam. As for there being no public documents of Bee and Rod being in the war, they were most likely part of a special ops group that the goverment swept under the rug after the war ended, erasing all mention that they even existed. As governments tend to do when they're trying to hide something.

It hurts that it doesn’t make sense that if Bumblebee took part in the Allied assault, you would think that his record would be noted in US intelligence as a friendly asset rather than a threat in the 1st Transformers Movie.
