Is that a violation of Principle of Conservation of Momentum and Energy?

Definitely not violation of p conservation, its clearly seen that the two balls go backwards, so the other one must go forward with much higher speed 

Also although k.e. has increased of the system has increased, the total mech energy is conserved (there was magnetic potential energy) i think?!

Also this is called as gaussian gun right?
