This is the form an angel adopts when they visited Ezekiel so Ezekiel could grasp the angels appearance. Thats why the angel has a himanoid eye. But in reality, our 3Dimenional self would only see its appearance from a 3 dimensional perspective which means that this isnt there natural state. Personally, from what i understand from the book of Isaiah, it said to lift up your eyes in to the sky and see the heavenly bodies (angels), which could very likely be that the stars in the cosmos we see in the sky could very well be angels.
