UMEME prioritised the South African economy rather than Uganda. It will be initially expensive but a greater long term investment for UECDL takeover.

What institutional memory will the country take from the Umeme operations as best practice for managing the energy sector in Uganda? Are policy makers taking notes or is it simply an opportunity for us to take control, hire, fire, spend and invest on a whim?
