We are using team city with a server and 30 agents, do we need to buy team city pipeline again or pay for it ? How do i get team city pipeline if i want to use it ?

You mention in the Dockerfile part that TeamCity caches the job. Does the *runner* cache custom Docker images/containers? I know a lot of CI/CD providers don't do this for security issues (which led our team to run our own runners so we could cache them).
