I don't think that plasma weapons came from alien technology. The two types of weapons are significantly different from each other. Even considering reverse engineering, they shouldn't be that different from each other

I think your right because in fallout 4 when you get the alien gun when you run out of the alien ammunition you can modify it to take plasma cells
