Corrupt Nigerian leaders. Fix two things in Nigeria, and pretty much everything else would fix itself.
Fix the roads. This is not something citizens could fix themselves.
Provide 24/7 electricity, to allow people run businesses.

If these two things can be provided, other issues like water, health care, schools, food, etc would be handled by citizens. Then nobody would be so desperate as to want to flee Nigeria. Instead, the people in govt just want to steal, and steal the nation's resources.
