reminds me of Victor Lustig borrowing 50k from Al Capone, he kept it safe and returned it a few months later. Capone was shocked that all the money was returned since Lustig was a known con artist. Lustig claimed that a deal broke down and he was left with no way to support himself and managed to convince Capone to just give him 5k which was the original plan

the "it's on the house" answer also eventually gets your place burned down too. when "they've got one" it means that eventually if you aren't paying protection, they're buying their way into your restaurant, putting their own middlemen in your supply chain as a way of turning it into another laundering front, the actual restaurant declines in quality, then they burn it when the restaurant's loss-lead gets too high
