After the four months long Berlin conference (also known as the Congo conference, because they were already fighting over the Congo) to divide up Africa, there was a 6 months long Brussels conference to strategies on how to use Christianity to control the Africans' way of thinking, and therefore control Africans. After the conference is when Leopold wrote that letter to all missionaries as instructions on how to go about their business

Africa has to free itself from exploiters and keep elected officials accountable. As soon as Africans decide to do this and they will be on the path to self reliant. Only Africans can do this and no one else can accomplish this task for the African race. Black people must plan and do for this for themselves.
